What Is a Mobile Billboard? An Introductory Guide for Hong Kong Brands

Hong Kong mobile billboard introduction: vehicles, specifications, pricing and regulation

Calling a promotional vehicle a “billboard on wheels” misses its main value. A fixed billboard sells a location; a mobile campaign gives brands control of route, timing and display content. This guide uses published specifications, pricing and regulations to explain the medium, including the distinction between the legal term “advertising vehicle” and a commercially hired promotional truck.

1. What is a mobile promotional vehicle?

Definition

A modified vehicle carries printed body graphics or LED screens, driving or stopping at planned locations and times to bring brand messages to the audience's area.It is a form of out-of-home advertising, also described in Hong Kong as a mobile billboard, advertising truck or promotional vehicle.

Modern configurations can include outdoor LED, audio, air conditioning, generators, Wi-Fi/4G, roof banners and removable transparent panels. Some vehicles carry shelving, trial areas or checkout equipment as working mobile display spaces.

Three differences from a fixed billboard

The key distinction is control over three variables:

  • Route: A fixed site reaches one stretch of passing traffic. Vehicles can concentrate on an opening's neighbourhood or appear near a concert venue at the relevant time, subject to access and traffic rules.
  • Timing: Fixed billboards occupy the site continuously, while vehicle hours can focus on higher-quality periods such as business-district lunch and after work.
  • Content: Printed billboards need replacement material; LED vehicles can switch MP4/JPEG files several times in a day.

Another often overlooked difference is Minimum period: vehicles commonly book by the day, while bus graphics often use four-week units, MTR lightboxes two weeks and taxi fleets three months. A short event may otherwise require a much longer media booking. For comparisons, see Mobile Billboards vs Bus, MTR Lightbox, Tram and Taxi Advertising: Costs and ROI。

Which terms mean the same thing?

Hong Kong industry terms usually describe similar services, with differences of emphasis rather than strict categories:

TermUsual emphasis
Advertising truck / mobile billboardMedia placement
Promotional vehicle / mobile promotional vehicleEvent awareness and brand promotion
Mobile vehicle promotionThe overall promotional service rather than the vehicle itself
Mobile advertising vehicleA less common synonym for mobile billboard
Mobile exhibition truck / showroom truckLarger vehicles providing display space

The legal term “advertising vehicle” has a specific meaning

This distinction is important and often overlooked.Road Traffic Ordinance (Cap. 374) section 52A defines and restricts advertising vehicles used or intended primarily to display advertisements. Owners can apply and pay the prescribed fee for a permit from the Commissioner for Transport, who may impose conditions including validity.

The key point: Current Transport Department policy issues advertising-vehicle permits only for non-commercial purposes, and numbers are very small: as at 2 September 2025, only seven valid permits existed in Hong Kong. Driving or using an advertising vehicle without a permit carries a maximum first-conviction penalty of HK$5,000 and three months' imprisonment; subsequent convictions carry up to HK$10,000 and six months.

Accordingly, standard commercial campaigns use properly licensed goods vehicles or vans fitted with compliant graphics or LED screens, operating under ordinary traffic and parking rules.Non-commercial election and charitable publicity falls within the intended permit mechanism. Consult current Transport Department guidance for individual cases. For more licensing questions, see Twenty frequently asked questions about mobile promotional vehicles。

2. Common Hong Kong vehicles and specifications

LED advertising truck

Core value: Illumination and same-day content changes.

Brightness: A common outdoor mobile minimum is 5,000 nits, typically 5,000–6,500, with some models at 7,000–8,000 or more. Indoor displays are generally 500–1,000, home TVs 250–350 and a sunlit sky around 6,500 as a reference. Outdoor LED must compete with sunlight。

Pitch and viewing distance: P2.9–P3.9 for about 2–8 m; P4 for 2.4–12 m; versatile P5 for 4.6–18 m; P6–P8 for nine metres or more.

Dimensions and formats: Common side screens are about 2.4 × 5.76 m and rear screens 2.4 × 2.24 m. Another configuration is 2.24 × 3.52 m at 560 × 880 pixels. MP4 video and JPEG images are accepted.Divide physical dimensions by pixel count to check pitch: 3,520 mm ÷ 880 = 4 mm, or P4. This helps verify a supplier's “high definition” claim. See LED advertising truck service page。

Mini promotional truck

Core value: Reach streets inaccessible to larger trucks, including the narrow older areas where much local commerce takes place.

Our configuration: Solar power, Wi-Fi and Maximum load up to 1,000 kg. Payload determines the samples, displays, giveaways and small equipment available for tasting, redemption or QR interaction. See Mini promotional truck service page and Advantages of mini promotional trucks。

Mobile showroom / exhibition truck

Core value: Bring a working booth directly to customers.

Example: RoadAds' public The Body Shop case converted a vehicle into a miniature shop with shelves, trials and checkout equipment, visiting Causeway Bay, Central and Mong Kok with brief residential stops. The lesson is its three-part route strategy: shopping districts for awareness, residential areas for trials, and consistent branding throughout. See mobile showroom page。

Mobile stage truck

Core value: A ready-to-deploy performance platform that reduces on-site assembly and dismantling.

Allow for licensing time: Relevant performance events require TPPE licensing, with applications at least 42 days ahead for temporary structures or 18 days without, the latter potentially valid up to a year. A stage truck may qualify for the shorter process because its stage forms part of the vehicle, but FEHD and relevant departments decide. See stage truck page and event production and TPPE licensing guide。

Vintage range

Core value: Turn attention into photographs. Vintage styling invites curiosity and can avoid the usual reflex of ignoring advertising.

Scarcity has a historical basis: T2 Bay Window production began in Hanover in August 1967 and ended in Germany in August 1979. Brazil continued air-cooled production until 2005 and water-cooled production until December 2013.The pop-top was a VW-approved Westfalia camper conversion, not standard VW equipment, popular on T2s from 1968–1979 and continuing through the T4 era until 2003.

Our T2 pop-top van features an opening roof, decoration for fixed locations and occasions and an optional generator, primarily as a set piece; Mini vintage van retains vintage styling in a smaller body for mobile neighbourhood activity. See T2 pop-top and mini vintage vans。

3. Three pricing models and public rates

Model 1: rental-platform listings

Vehicle typeDaily rentalWeekly rentalMonthly rental
LED promotional truck5,50035,00090,000
Mobile advertising trucks5,50035,000105,000

HK$35,000 weekly equates to about HK$5,000 daily; HK$90,000 monthly to about HK$3,000 daily. Other industry references place standard LED hire around HK$2,500–5,500 per day, generally including driver and fuel but excluding upfront printed graphics.

Model 2: duration-based tiers

Rental periodDaily rentalHire subtotalAdd 4,800 design + 20,000 printing/installationAverage all-in daily cost
From 7 days4,50031,50056,300About 8,043
From 14 days3,50049,00073,800About 5,271
From 28 days2,80078,400103,200About 3,686

This reveals an often overlooked fact: HK$24,800 in design and printing/installation is about 44% of the cited seven-day total, but 24% over 28 days.Physical production is a one-off cost regardless of hire length, supporting LED for short activity and printed graphics for longer use.

Model 3: full roadshow packages

One public package lists HK$33,000 per weekday, HK$60,750 for three consecutive days, HK$88,000 weekly, HK$268,000 for four weeks and HK$46,000 for a weekend day, about 39% above weekday pricing. It includes a driver, emergency coordinator, two 50-inch LCD TVs, LED side banners, generator, speakers, air conditioning, 4G Wi-Fi, carpet and graphic production/installation.

Daily averages are about HK$12,571 for a week, 62% below one weekday, and HK$9,571 for four weeks, about 71% lower.Additional percentage savings diminish after the first week : five weeks at HK$285,000 averages about HK$8,143 daily, roughly another four percentage points below the one-day reference.

Why can a quoted “day” range from HK$2,800 to HK$33,000?

HK$2,800 is a 28-day tier's daily rate, not a standalone one-day booking. Tiered hire excludes design/printing while the full package includes them, plus exhibition equipment, coordinator, TVs, air conditioning and carpet.Compare total campaign expenditure and actual usable hours, not the daily label alone.

Two definitions of a hire day

Suppliers use at least two definitions: eight operating hours between 10am and 10pm; another offers nine service hours starting on arrival at the target location, excluding the outward journey. This can benefit distant venues. Confirm the definition before comparing quotes. Overtime commonly costs HK$200–300 hourly.

What is generally included or extra?

Common inclusions: Vehicle, driver, fuel, usually one return tunnel crossing, generator and audio where supplied, basic onboard equipment and motor third-party insurance. Confirm the package's actual inclusions.

Common extras: Design (public references HK$1,800–4,800), printing/installation (HK$4,000–20,000 by vehicle and coverage), LED creative, overtime, extra screens/generators, staff (supervisor about HK$800 daily, assistant HK$150 hourly, promoter HK$200 hourly, model from HK$400 hourly), extra tunnels or cross-district routes, private-site access and the client's event liability cover.

4. Allow for the longest of three lead times

ConstraintTime requiredExplanation
Vehicle availabilityAt least one week recommendedPeak dates before Lunar New Year, Christmas/New Year, school terms, exhibitions and concerts may fill one or two months ahead and carry surcharges
Vehicle graphic productionApproximately 14 daysAround 14 days for printing/installation; without printing, same- or next-day service may be possible subject to availability
Event licensing42 or 18 daysRelevant public-entertainment events: TPPE applications at least 42 days with temporary structures or 18 without

A common mistake is announcing dates before checking feasibility.Confirm licensing and classification first, production needs second, and dates afterwards. Within a two-week window, LED is usually the practical option under the cited production timetable.

5. Five regulatory essentials

1. Three physical limits for vehicle advertising

The Road Traffic (Construction and Maintenance of Vehicles) Regulations require do not obstruct the driver's view, mandatory lights or reflectors, or the registration number and secure installation. Taxi-advertising approval criteria reflect the same principle.

2. Consult the manufacturer before modification

Transport Department guidance says to seek manufacturer or agent advice/consent before alterations, which may affect warranty conditions. LED screens, extendable displays and roof equipment can involve modifications.

3. Amplification is subject to noise law

Noise Control Ordinance (Cap. 400) section 5(1)(b) provides that noise from amplification in domestic premises or public places causing annoyance amounting to a nuisance is unlawful at any time, including vehicle-mounted speakers. No acceptable noise level is specified. Election guidelines separately prohibit candidate loudspeaker use from 9pm to 9am.

4. Where stopping is prohibited

The Road Users' Code prohibits stopping, loading and unloading on expressways, in active no-stopping zones, on pedestrian crossings, at bus/minibus stops or taxi stands, and in tunnel/control areas. Typical restriction-post colours indicate red: 7am–midnight; yellow: 7am–7pm; green: 8–10am and 5–7pm; grey: other hours. Colours are only a guide; signs govern. Also, do not stop at or near school entrances, even for pupil pick-up or drop-off。

5. Separate laws regulate advertising content

Hong Kong has no single general Advertising Ordinance. For example, the Smoking (Public Health) Ordinance (Cap. 371) defines advertising broadly enough to include vehicle graphics; an advertisement containing a smoking-product trademark or brand name is treated as a smoking-product advertisement, with a stated maximum fine of HK$50,000 and HK$1,500 daily for continuing offences. First-hand property promotions also follow Cap. 621, including saleable-area claims; relevant breaches can be criminal offences. See Property launches and major events: regulation, timing and deployment。

Temporary event stalls selling reheated pre-cooked food or cooking pre-prepared ready-to-cook food for off-premises consumption must obtain a Temporary Food Factory Licence before operating. Sampling brands should check the applicable requirements.

6. Routes and timing

Choose the hours before the number of days

Place the eight or nine service hours at lunch/after work for office audiences, weekend afternoons/evenings for families, or evening slots for nightlife and LED impact. The same daily hire can be wasted at the wrong time ; choosing timing is a major advantage over fixed media.

“18-district coverage” is an administrative description

Hong Kong has 18 administrative districts, with 44 geographical constituencies established for the 2023 District Council election. These are not 18 shopping areas: Kwun Tong had four constituencies, Tuen Mun three and Wan Chai one, with variation within each district.Discuss specific roads and commercial areas with suppliers and distinguish core, secondary and connecting roads in the itinerary.

Two to four neighbouring commercial areas per day

This is usually more realistic than maximising district count. Congestion reduces speed, transfers consume low-value travel time and brief visits weaken repetition. Prepare two or three small loops, changing by time slot. See Routes, Timing and Coverage Strategies and our campaign guide to all 18 districts。

7. Two display formats need different design approaches

LED: a canvas only a few hundred pixels wide

A 560 × 880 canvas is smaller than many phone screenshots, so fine desktop detail can blur. Use one message for a two- or three-second glance, type readable from ten metres, high contrast, no fine pale detail, a fixed QR/phone/store-name call to action, the correct aspect ratio and 15–30-second loops.

Print: area is the strength; curves are the constraint

High-resolution product images can cover the full vehicle, showing more detail than a limited LED canvas. Use the actual vehicle template to accommodate windows, wheel arches and curved surfaces.

Installed graphics can last years

Printed cast vinyl with matching laminate commonly lasts 5–7 years vertically and 3–5 years horizontally. Cited 3M Wrap Film warranties reach eight years vertically, and unprinted white IJ180mC has an expected life up to ten years. Unchanged graphics can serve multiple events: the cited production cost is about HK$3,543 daily over seven days, HK$886 over 28 or HK$295 over 84. Unused material typically lasts two to three years unopened or one year after opening. For production, see The complete advertising truck production process。

8. Four levels of measurement

A figure to treat carefully

You may encounter “97% recall”. It has an attributed source, but is not Hong Kong data : Transportation Advertising Council of America research reported in July 2002 in Outdoor Advertising. American Trucking Association material also reported 91% noticing truck-advertising text and graphics. These US findings date to around 2002, with methods not publicly standardised. Hong Kong's density and attention environment differ, and there is no shared public OOH impression audit standard. The figures can illustrate a possible advantage of movement, but should not support budget forecasts or guarantees. For the full source trail, see Public case studies and the “97% recall” claim。

From verifiable records to assumptions

  1. Delivery: directly verifiable Require contractual route records, times, stop durations and on-site photos/video. Some fleets provide real-time GPS across all vehicles.
  2. On-site activity: countable Count contacts, participants, giveaways and scans. RoadAds' public Hong Kong example reports over 40 locations, more than 30,000 contacts and over 6,000 participants, with 35% expressing interest in learning more and purchasing.
  3. Attribution: trackable Use dedicated QR codes, truck-only promotion codes, short URLs or phone numbers by time slot. Setup can cost very little, yet many campaigns omit it.
  4. Exposure: estimated Reach and CPM require explicit assumptions kept consistent throughout.

For store visits, brand searches and sales, compare with an equal prior period or unexposed branches. Review around 14 days after completion to allow for delayed response.

9. Frequently asked questions

What is a mobile promotional vehicle?

A modified vehicle uses printed graphics or LED screens along planned routes, times and stops to bring messages to target audiences. It is an OOH format also called a mobile billboard or advertising truck. Equipment can include outdoor LED, audio, air conditioning, generators, Wi-Fi/4G and roof banners, with some models adding shelves, trials and checkout. The main advantage is control of route, timing and content.

Do mobile billboards, advertising trucks and promotional vehicles differ?

Hong Kong usage generally refers to similar services, with advertising terms emphasising media and promotional terms emphasising events. Showroom vehicles specifically provide display space. The legal section 52A term “advertising vehicle” is different: it concerns vehicles used primarily for advertising under a permit policy currently limited to non-commercial uses, so it should not be assumed identical to ordinary commercial hire terminology.

What licence is needed to hire a promotional vehicle?

Section 52A of Cap. 374 provides advertising-vehicle permits on application and payment, but current policy issues them only for non-commercial uses; seven were valid as at 2 September 2025. Using a vehicle requiring a permit without one carries maximum first-conviction penalties of HK$5,000 and three months' imprisonment, or HK$10,000 and six months subsequently. Standard commercial campaigns use properly licensed goods vehicles or vans with compliant graphics or LED under ordinary road and parking rules.

What does a mobile advertising truck cost per day?

Public LED references commonly range from HK$2,500–5,500 daily, HK$35,000 weekly (HK$5,000 daily) and HK$90,000–105,000 monthly (HK$3,000–3,500 daily). Tiers include HK$4,500 daily from seven days, HK$3,500 from 14 and HK$2,800 from 28, plus about HK$4,800 design and HK$20,000 printing/installation. Full roadshow packages differ: one supplier lists HK$33,000 per weekday, HK$88,000 weekly and HK$268,000 for four weeks, including staff, two 50-inch TVs, LED banners, generator, air conditioning, 4G and graphics. Compare usable hours and inclusions.

What is included and excluded in a quote?

Common inclusions are vehicle, driver, fuel, one return tunnel crossing, supplied generator/audio, basic equipment and motor third-party insurance; confirm the actual package. Extras commonly include design (HK$1,800–4,800), printing/installation (HK$4,000–20,000), LED creative, overtime (HK$200–300 hourly), extra equipment, staff (supervisor about HK$800 daily, assistant HK$150 hourly, promoter HK$200 hourly), extra routes/tunnels, venue access and client event liability insurance.

How many hours does a day include?

Common definitions are eight operating hours between 10am and 10pm, or nine service hours from arrival, excluding the outward journey. The latter can benefit distant venues. Ask about hours, billing start and travel time before comparing quotes. Overtime commonly costs around HK$200–300 an hour.

How far ahead should I book?

Allow the longest of three constraints: at least a week for vehicle availability, often one or two months during peak seasons; about 14 days for printing/installation, with same- or next-day service potentially available without printing; and TPPE deadlines of 42 days with temporary structures or 18 without for relevant performances. Confirm licensing and production needs before fixing dates.

Can LED screens be seen in daylight?

Yes with sufficient brightness. A common outdoor mobile minimum is 5,000 nits, typically 5,000–6,500 and sometimes 7,000–8,000 or more. Below 4,000, afternoon light can wash out the image. Indoor displays are generally 500–1,000, home TVs 250–350 and sunlit sky around 6,500 as a reference. Ask for the actual vehicle's specification. Screens usually dim at night to reduce glare.

What files are needed for LED content?

Usually MP4 or JPEG. Common side screens are 2.4 × 5.76 m and rears 2.4 × 2.24 m; another configuration is 2.24 × 3.52 m at 560 × 880 pixels. Use large type, strong contrast, minimal text, no fine pale detail, a stationary call to action and 15–30-second loops. Request the actual canvas size and safe area after confirming the vehicle.

How long do vehicle graphics last?

Printed laminated cast vinyl commonly lasts 5–7 years vertically and 3–5 horizontally. Cited 3M Wrap Film warranties reach eight and three years; unprinted IJ180mC expected lives are ten years for white, eight for clear and six for metallic. Horizontal surfaces receive more UV. Unchanged installed graphics can serve several events, spreading the cited cost to about HK$3,543 daily over seven days or HK$886 over 28. Unused material typically has a two- to three-year unopened shelf life or one year after opening.

Can vehicles enter private estates, malls or schools?

Obtain written owner/management permission and confirm access, clearance, passage width, floor loading, power and insurance. Government land needs District Lands Office approval plus applicable licences. The Road Users' Code advises against stopping near school entrances, even for pupils, or near school crossing patrols. Drive through safely at dismissal or use nearby legal parking.

Can we play music or use speakers on the vehicle?

Audio is subject to Cap. 400 section 5(1)(b): amplified noise causing annoyance amounting to a nuisance is unlawful at any time in domestic premises or public places, including vehicle speakers. No acceptable level or assessment procedure is specified. Election guidelines separately prohibit candidate loudspeaker use from 9pm to 9am. Control volume, avoid residential/night-time use and prioritise visual impact.

Do advertising trucks really achieve 97% recall?

The 97% claim is attributed to US Transportation Advertising Council of America research reported in Outdoor Advertising in July 2002, not Hong Kong data. American Trucking Association material also reported 91% noticing vehicle text/graphics. These older US methods are not publicly standardised, and Hong Kong's environment differs with no shared public OOH impression audit standard. Use them as context, not forecasts or promises.

How can mobile billboard results be measured?

Use contractual route/photo evidence, counts of contacts/participants/giveaways/scans, dedicated QR or promotion codes/URLs/phone numbers by time, and CPM estimates with explicit consistent assumptions. RoadAds' public example reports over 40 locations, 30,000 contacts, 6,000 participants and 35% expressing further interest. These are reported direct contacts rather than impressions; interest is not completed sales.
